This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

No - this is specific to HTML & co, which is indexed for websearch. Files focused on machine processing can have other limits, for example, robots.txt also has other limits - as defined in the robots.txt docs). None of these recently changed, we just wanted to document them in more detail.
