This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

No idea. Not a specialist in UK rail, because I am tired that whenever I say anything about it I just get shouted at! 🙂
But it strikes me more capacity on up to 200km/h InterCity routes to London, and between northern English cities obviously makes sense.
