This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

There's this idea that the bottom 12% will improve through some kind of osmosis if you force everyone into the office, but that doesn't work and loses your top performers.
Instead create mentor roles (for those that want it) and target the training.
