Incognet's US points of presence behind US-EAST dot AS210630 dot NET are serving, but 109.236.95.231 (Worldstream) is denying all further traffic to that /23 which is Incognet's Dutch presence.
I suspect Incognet are not in Worldstream's good graces right now for proxying KF.
