This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

This seems like a UI bug that really ought to be fixed, blocking should be evaluated before declaring someone is following someone else. Both in the UI and also for "block all followers of X" list construction.
