I’m pretty sure this is ignorance, not malice, but CC should not be used as a specification license. It does not have patent grants, doesn’t cover independent implementations, etc., etc. They probably want to use something like CSL instead: https://github.com/CommunitySpecification/Community_Specification/blob/main/1._Community_Specification_License-v1.md
