This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Man, web design in that time consisted of cutting up images into small tiles and composing the UI with these. Everything had to be image, because HTML was far too limited and CSS was not well supported yet.
