i think carol kellerman's point - if reframed as "equalize taxes between rentals and coops" would be good (this does look like a legit problem https://www.bloomberg.com/graphics/2021-new-york-property-tax-benefits-rich/?_ct=7gpubkxtpnuh ) but yeah, 'giving homeowners relief' and giving 'mom & pop landlords' tax breaks 👎
