The Powell memo, written in 1971 and precursor of Project 2025, called for promoting conserv ideas by boosting a “staff of [conserv] scholars.”
The idea was to insist all ideas needed equal time—but create bias by promoting their ideas. All while talking about neutral reform and freedom.
