This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

It's not entirely settled in courts. Multiple cases, many competing rulings. But, generally, training as transformative fair use seems to be winning. Anthropic lost a case narrowly not because they scanned or trained... but because they then built a library of pirated works to keep afterwards.
