To be fair, the real argument is budget more than skillset.
Maintaining a nuclear arsenal and the vectors for a credible nuclear deterence is VERY expensive, and Ukraine also received a lot of foreign aid in exchange for that deal.
Doesn't absolve anything though. Security guarantees were trash.
