Million dollar idea.
Make them put ammunition in blister packs, JUST LIKE SUDAFED (and Imodium).
EVERY SINGLE BULLET has to be removed INDIVIDUALLY. Oh and you can't push it past the foil, no matter what. You have to get a pair of scissors to break the seal. For EACH ONE.
