Team Rainbow Rocket was originally planned for Sun and Moon itself! The reason Red, Blue and Colress are in the game was to act as supporting characters for that event.
The event would have intertwined with another cut feature: recruiting people to serve as Gym Leaders for the new Pokemon league.
