It wasn't within the confines of a SWF, but when Canada bought billions in GM+ Ford stocks during the 2008 crisis, and then sold it off to pay some of the recovery expenses with the gains, it was a similar idea. It could also be used to inject trillions into Musk's businesses, so not 100% perfect.
