ふるさと納税の寄付額が多い地方自治体で基金が急増。上位5市町の基金残高は過去5年間で計8割増えました。
北海道紋別市には5年で計804億円の寄付がありました。小中学校の修学旅行を無償化するなど予算の使途を広げても残る分が積み上がっています。
