Note that the motion merely says “Council requests Cabinet to establish a Congestion Commission or Citizens’ Assembly”. The Cabinet (LD/Green) can reply to the request in any way it chooses – for example, it may reply that the existing Citizens’ Assembly will already fulfil the requested role.
