This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Novice level designers LOVE making blockouts of playable spaces! Portfolios are filled with them.
Reality of many projects is that plenty of LDs will ship zero original maps in them, instead re-scripting gameplay in existing spaces or retrofitting them for a different purpose.
