got curious about this, i think it isn't the gzip level, it's file order. gzip only remembers the last 32KB it saw, so duplicates have to sit close together to get squashed. npm-packlist sorted by name so twins were neighbors. pnpm 12 sorts by path and they drift apart https://github.com/pnpm/pnpm/blob/92168e938157a2c5c56065e166520f5048516c46/pnpm/crates/fs-packlist/src/lib.rs#L126-L133
