This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Same with Win8, the 8.1 implemanted a lot of fixes and compared to 10 it still have a fully working control panel as well as the useless settings app.
ALso to flex on Win10 et 11 users, the file explorer almost never crashed on me under 8 (and other older windows)
