This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

"Because we have to in order to submit apps to Apple for approval" is the only reason I think I've ever heard for folks using Xcode. It missed a generation, and put Apple from "best place to develop apps" to "the worst" along the way.
