Yesterday, the Ninth Circuit implicitly held:
1. A delay of 57+ days (and counting) for a district court to process an IFP application isn’t per se unreasonable.
2. Such delay isn’t unreasonable even where a verified complaint alleges ongoing irreparable injury as detailed in mandamus pet.
