This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Nothing I've seen from anyone regarding the planned implementation indicates there'll be any kind of screening for who can operate a moderation service and whether they have any experience, knowledge, etc.
