FCS playoff at-large proposal:
- Any conference without at least a 1:2 ratio in cross conference FCS play should be barred from any at-large bids
- Likewise an over 3:1 ratio conference gets 4 at large
- Over 2:1 gets 2
- Over 1:1 gets 1
-Below 1:1 but above 1:2 an optional 1 if spots available
