This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

There needs to be a term for consultants hoodwinking policy people into thinking that buying tech is like buying bread.
Or at the very least they need to learn by rote to ask "where's the shelf then?"
