This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

One thing I don't understand is how when a company knowingly (or negligently) sells an essential service to a fraudster, in direct interaction with the victim, they aren't themselves accessories to fraud?
In the case of Meta we have proof they know; I'm sure Google too.
