This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

It's hilarious* that Windows can still suffer random hardware glitches (here, the fingerprint sensor on an HP silently failing) that are fixed by the old Device Manager two-step of uninstalling a driver and then scanning for hardware changes.
