This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

You can use Cursor to do tangential stuff, other than just generating code, but if you have files in the context I do think it tends to default to code editing.
Regarding Codex, I would assume most people would use it alongside/in their editor to review and confirm the files it's creating/updating.
