This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

I'm convinced that somebody in the SF government is doing their part in the war on cars by making parking meters so impossibly confusing that people take transit instead. I applaud their efforts, obviously.
