Yes, I think it's what Vets are trying to tell to those Nat'l Guard members. As for "many military personnel are unaware of this act"... I guarantee you that is NOT the case! They know! 1 doesn't graduate boot camp w/o knowing about Illegal Orders & Illegalities of taking up arms against Americans!!
