And having just confessed my ignorance—it does sound to me like, if it genuinely was “the Ottomans said ‘kill as many people as it takes to stop the rebellion’“ and weren’t trying to destroy the Armenians (but didn’t much care whether that happened), that wouldn’t be “genocide” by the UN definition.
