Final thought: I like to think of the vortex as a "modulator" sitting on top of all the tropospheric forcing (including ENSO, MJO, etc.) which is often much 'louder', rather than a "driver" in the same sense. Some thoughts along those lines here https://doi.org/10.1175/JCLI-D-21-0413.1
