This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Python is your friend. If you want a compiled language Rust or C++ are what I'd recommend. It has gotten way less painful. For an IDE I find VSCode meets most of my needs, and I do this for a living. Feel free to ask follow up questions
