Pretty big difference in population density – Philly row house neighborhoods are at 30k/sq. mi., while vast swathes of the outer boroughs are 2x that, and Manhattan tracts are at 4x that. Plus higher incomes and lower car ownership rates probably mean more deliveries per resident.
