This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

And building something like that from scratch has to be decided upon early in development so you have the time/resources allocated to make it properly. Having it in-engine can mean the heavy lifting is done for you, and the cost of time/resources now is significantly lower.
