Make Christmas Eve a federal holiday. Then, Dec 23rd will become the de facto holiday-eve. Once it has fully soaked up the eve-vibe, make it a federal holiday as well. Keep going until we have a mandated 8 weeks PTO. This is how we leverage US religious culture into giving us vacation.
