This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Kottke's "what am I missing" regarding looking at the mp4 re-encode the Internet Archive does for streaming, followed by a moment on Youtube, then the mp4 on archive, then the mkv on archive.
Anyway, everybody is spoiled and video is tough on the Internet.
