I think Pritzger should pre-emptively order the Illinois Guard to defend the cities from Federal incursion on state's rights. Reoganize it, rename it to Illinois State Guard. Write an EO that says it can't be federalized. Meet the crisis head on. Ask that the Illinois Guard stay loyal to Illinois.
