This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Yes this is right, and I believe that they are not allowed to intersect even at their end points. (Erdos noted this as a possibly different question, I don't know if the answer(s) is very different allowing endpoint intersection.)
