This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Honestly I much prefer using Windows 95 over Windows 98, the former is just very clunky in some places with many reminders of the Windows 3 era.
However, for using old PCs for "actually practical" stuff like getting data off old cameras,Windows 98 is much more stable and has better driver support.
