This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

This might be a good case for CSP (Content Security Policy) as it already has the flexibility in its syntax is a robust pre-existing standard. You define in the policy what pointers. Its a little harder to maniulate then .well-known and granular to a page level.
