This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

In https://www.uploadvr.com/valve-steam-frame-hands-on-impressions/ they mention using Chrome in the Linux desktop. The headset also apparently runs Android APKs? So I'm sure there's going to be multiple routes to run Chrome, WebXR is an unknown. Given that it's OpenXR-based, though, I think it wouldn't be too hard?
