This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

The other thing I think this achieves is skipping right to the interesting decision. Players aren't taking time counting coins or rations or arrows. They just skip right to deciding if their character is going to be carrying something the party needs, or be unencumbered and ready for a fight.
