This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

That top-5 list boils down to: The app barely works, but when it works it’s hard to use, and users get no benefit.
Honestly I don’t see the point in any more sessions. It’s clear enough that the 311 app should be completely rebuilt, but only after they learn what people want from it.
