This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Admittedly, even though I never left IRC, I'd probably encourage something like Snikket.org (modern bundle of XMPP server, clients, and web admin) over it, since it's a lot more mobile-friendly by default, no separate bouncer like Quassel needed
But I agree with the idea regardless ^^
