This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

Why does it have to be layers of settings? That just sounds awfully binary to me: either it's the default or it's hidden somewhere deep in menus.
Settings are good UX. Settings are an accessibility feature. Settings are a tool to narrow down a general solution to the particular needs of a project.
