This is an artifact in the data for how OISST approximates sea surface temperature when ice is present. It's discussed a bit more here: https://doi.org/10.1175/JTECH-D-19-0177.1. It's particularly tricky for interpreting trends in areas that were previously ice-covered and are now becoming open water at the edges.
