This is a heavily interactive web application, and JavaScript is required. Simple HTML interfaces are possible, but that is not what this is.

yeah pretty much. Turns out there were other advantages that became apparent but the resource usage part is *significant*, and we decided we wanted something with maximum likelihood of being runnable on the cheapest/free hosts.
